Regarding your text, here is how I would rewrite it: Hi, I'm Russian. I (In English, you cannot omit the subject, unless you are speaking informally.) want to speak English fluently.  (same case) can help you with my native languish language. Maybe we can chat and talk? ("Talk" is redundant here since chatting means talking.) Send me a message if you want.

Remember, the more you post and get corrected, the further you will improve your skills. So, let's get going!

How are you currently learning English? Do you go to classes each day or are you learning by yourself?

With regards to your written English, Alikabar has done a great job of evaluating it. As he has pointed out, make sure you do not leave out the subject in your sentences " Hi I'm Russian. I want to speak English fluently."
